If there is a low quality, spammy link, but it is NOFOLLOW, does it still need to be disavowed?

Nofollow links may not be needed to be disavowed, if you are sure that:
 - the owner won't remove NOFOLLOW attribute AND
 - they don't have other links to your website which are not NOFOLLOW.
